The construction of central data exchange platform for the environmental resources data(stage 1)

For the benefit of data integration and management of the to-be-established “Ministry of Environmental and Natural Resources” (MOENR), an internal data exchange platform is planned for the MOENR. The objective of the plan is to build up an environment resource data exchange platform from existing data exchange status surveys, system planning, system analysis, and system design, and then proceed to development and implementation. Also, investigate existing data exchanges among agencies of the future MOENR, classify existing data exchange processes, and summarize these classifications into a platform mechanism. Planning of the environmental resource data exchange platform is conducted by collecting existing documents, identifying requirements and analyzing variances among both domestic and international exchange platforms so that a platform satisfying the requirements of the MOENR exchange platform can be realized. The plan starts with standardizing network services and is followed by defining the function modules of platform operations. They are: service portal, personalized web pages, registration service, authentication and authorization, directory service, data exchange standard document accessing management, task management, transaction management, data flow management, data validation, data archive management, exception handling, monitoring service, exchange unit management, audit/log management, notification service, QA feedback report service, data exchange interface, and CDX node for business system interfacing. Relevant operation flow and naming rules are also described. System analysis and design are then executed on the basis of the environmental resource data exchange platform plan, including: use case analysis, function layer diagram, database design, detail design description for platform module function, and platform user interface design. The system development project was finished on 2011-09-15, followed by function testing on 2011-10-31 and integration testing on 2011-11-30. The following data has been added into the platform for exchange: water quality monitoring, precipitation observation, real-time weather, UV index, air pollution index, earthquake forecast, flood discharge warning, typhoon status, heavy rain warning, low temperature warning, and landslide warning. To enable the environmental resource data exchange platform to function successfully, it is required to detail the platform management organization, including: steering committee, execution committee, technical support group, planning and promotion group, standards setup support group, customer service center, organizational structure and job description of each group. The contingencies related to each agency’s joining the platform are also described, including who can register for service and service request forms, how service can be created in a uniform and fast approach, how to provide exchange data simply and conveniently, as well as principles that need to be fulfilled. In addition, a designated section should be assigned to describe education and training planning, data security design, backup and restore operations.
